New York State Division of Military and Naval Affairs Annual Report is now available for download as a digital document

Latham, New York (08/11/2026) — The annual report for the New York State Division of Military and Naval Affairs and the New York National Guard for 2025 is now available for download on the Division of Military and Naval Affairs website.

The Division of Military and Naval Affairs is the state agency that oversees New York's Military Forces on behalf of Governor Kathy Hochul. The agency is led by Major General Ray Shields, the Adjutant General of New York, the state's highest-ranking military officer.

The New York Military Forces consist of the New York Army and Air National Guard, the New York Naval Militia, and the New York Guard.

The New York Naval Militia is a state defense force comprised mostly of Navy, Marine Corps, and Coast Guard reservists who volunteer to serve the state when not in their federal duty status.

The New York Guard is a small state defense force comprised of volunteers.

The total strength of the New York Military Forces was 21,159 at the end of 2025.

The report includes information on the strength of the forces, demographic information regarding New York's military, as well as information about deployments, major building projects, and Soldier and Airman accomplishments.

The report also includes information about the state and federal civilian workforces which support the Division of Military and Naval Affairs and the New York National Guard.

Under New York State military law, the Adjutant General is required to report to the governor annually on the status of the state's military forces.

The earliest example the museum has records for is the 1846 report from Adjutant General Thomas Farrington to Governor Silas Wright.

The document-- bound as a hard-backed book-outlines the difficulties and questions arising from reorganizing the state's militia system, to providing seven New York regiments to take part in the Mexican War, which began in 1846.

The latest document discusses the New York National Guard's ongoing training partnership with the Swedish military and the dispatch of the headquarters of the 42nd Infantry Division to command Army forces in the Middle East.
