Palm Harbor resident returns to command as a New York Army National Guard Soldier

Latham, NY (12/04/2023) — The New York Army National Guard's 53rd Troop Command welcomed back a commander during a unit change of command ceremony held Sunday, Dec. 3, 2023, at the New York National Guard state headquarters.

Brig. Gen. Jack James, a Palm Harbor, Florida resident who commanded the 53rd Troop Command, a unit based in New York's Hudson Valley near Peekskill from 2019 to 2021, took over from Brig. Gen. Joseph Biehler, who replaced James in command in 2021. James had been serving as a deputy division commander for the 42nd Infantry Division, based in Troy, New York.

Biehler has been selected to take command of the 42nd Infantry Division in the coming year.

Biehler, a veteran of deployments to Iraq, Afghanistan, and Kuwait, said all credit for his success as a commander of the 53rd belong to the Soldiers of the unit.

"Truth be told, this was an excellent unit when I took command two years ago, and it remains an excellent unit today," Biehler said. "The leaders and Soldiers made this job incredibly easy for me."

James is an Army aviator who led the command from 2019-2021 and prior to that, led the 42nd Expeditionary Combat Aviation Brigade.

According to Maj. Gen. Ray Shields, the adjutant general for New York, who presided over the ceremony, James accepted the assignment without hesitation.

"I'm sure you never expected to be coming back to command the 53rd again," Shields said to James. "When faced with finding a replacement for Biehler as the commanding general, only one name came to mind - Jack James."

"I can't thank you enough for accepting command of the 53rd for a second time so readily, and I know your leadership will ensure success of the 53rd and the New York Army National Guard," Shields said.

James said that he was anxious to get to work alongside the Soldiers of the 53rd Troop Command again.

"I am grateful for this opportunity to continue to serve our New York National Guard and our fellow Soldiers in this position of responsibility," James said.

"What an incredible honor - to command American Soldiers. I will not let you down," James added.

Biehler is expected to take command of the 42nd Infantry Division headquarters in the new year as the unit prepares for mobilization and deployment in 2025 to the Middle East.

"Your experience makes you the ideal person for the role as the next division commander," Shields said to Biehler. "You are the right leader for this upcoming deployment. It is a big job ahead, but we know that you're up to it."

Brig. Gen. James, the incoming commander and a resident of Palm Harbor, Florida, previously commanded the troop command from 2019-2021 and prior to that led the 42nd Combat Aviation Brigade from 2014- 2019.

James graduated from the United States Military Academy at West Point in 1992. He attended the Aviation Officer Basic Course and flight school at Fort Rucker, Ala. where he qualified in the AH-1 Cobra attack helicopter.

During his active duty service, James served in key leadership and operational assignments at company and battalion or squadron level, including Camp Stanley, Korea; Wheeler Army Air Field, Hawaii and Fort Carson, Colo.

James deployed to Haiti for Operation Uphold Democracy in 1995 and to Bosnia-Herzegovina as Commander of R Troop of the 4th Squadron, 3rd Armored Cavalry Regiment in 2000.

He joined the New York Army National Guard in 2002.

He served as operations and intelligence officer for the 642nd Aviation Support Battalion; executive officer of the 3rd Battalion, 142nd Assault Aviation Regiment and brigade operations officer for the 42nd Combat Aviation Brigade.

James served as operations officer for New York's aviation response to Hurricane Katrina in September 2005, coordinating an aviation task force that grew to 28 aircraft and 500 Soldiers from four states, providing hurricane relief for the Gulf Coast region.

In 2011 James assumed command of the 642nd Aviation Support Battalion in Rochester, New York. He led his battalion for State Active Duty in response to Hurricane Sandy in November 2012, and in 2013 mobilized and deployed to Kuwait in support of Operation Enduring Freedom. The battalion provided aviation maintenance and sustainment to the 42nd Combat Aviation Brigade through August 2014.

He is a Distinguished Graduate of the Army War College, Class of 2015, and several other military schools, including the Air War College, Command & General Staff College, Aviation Officer Advanced Course, Combined Arms & Services Staff School, and the Electronic Warfare/Aircraft Survivability Course. James also holds a Master of Business Administration from New York University.

He is a Pilot-in-Command in the UH-60 Blackhawk and is rated in the AH-64 Apache, AH-1 Cobra, and UH-1 Huey helicopters, and several fixed wing aircraft.

James' awards include the Legion of Merit, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, two Armed Forces Expeditionary Service Medals, and the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Korea Defense Service Medal, two Humanitarian Service Medals, three Overseas Service Ribbons, and the NATO Medal. He also holds the Master Army Aviator Badge, Parachutist Badge, Air Assault Badge, and other federal and state awards.

James is married to the former Lesia Koropey and has three children: Katherine, Juliana, and Nicholas. In his civilian career, he is a Corporate Vice President at the New York Life Insurance Company.
